Senator Gardner moved and asked unanimous consent that the Senate                                                               
rescind its previous action in adopting the Conference Committee                                                                
Report on House Bill No. 73 (page 1191). Senator Coghill objected,                                                              
then withdrew his objection. There being no further objection, the                                                              
Senate rescinded its previous action and the Conference Committee                                                               
Report was before the Senate.                                                                                                   
                                                                                                                                
The question being: "Shall the Senate adopt the Conference

Senator Coghill moved and asked unanimous consent that the vote on                                                              
the adoption of the Conference Committee Report be considered the                                                               
vote on the effective date clause. Without objection, it was so ordered.
